Beginner-friendly characters are Terumi, Bullet, Ragna, Jin, Tsubaki, Noel, and Hakumen.
Many of the other characters can have anywhere from intermediate to incredibly difficult execution, whereas the ones listed are rather easy to figure out. Hakumen especially is basically a killer at low level where people have yet to learn how to respect his moves, and his combo game isn't nearly as extensive as the rest of the cast.
The tutorial is pretty good, ASW has a decent track record with it so I doubt you will have trouble if you pay attention to all of it. Is there any specific character that currently has your interest?
Also best is Rachel.

From the limited exposure I've had to the game, Bullet and Noel were gonna be my first characters to try, so I'm glad to see they're beginner friendly. This is probably not the easiest question, but are there any characters comparable to Juri from SF4? She's the character I've spent the most time with in a fighting game.

If your choice is between Bullet and Noel, I'd recommend you play Bullet. Noel is slightly easier to play, but she won't teach you much, as her execution is mostly based on mashing D. Bullet is a grappler, but with some more movement options than Tager, although still somewhat lackluster. She's weak in CPE, but okay in CF. Noel is the other way around iirc.
Sadly I don't play SF4, so I can't help you there. I know some of her qualities from frequently watching matches, but it would be easier if you gave a brief overview of what you want in a character.

Bullet was my primary choice so that's good to hear.
I'd say that I like characters with easy execution and high mobility, but you've already outlined the easier characters and Blazblue is kind of all about mobility from the get go. Are there any characters that rely on strong normals and catching enemies with specials instead of combos? I suppose that's where command grabs come in, and you've said that's what bullet does. I probably just need to start playing.

Terumi was only good because he could cheat his way through victory by time-loops and observing other possibilities. Once that was taken away from him in CP it became obvious that he is very weak as villain. Relius is the only one I consider a real villain since he doesn't have to rely on cheat-codes to do what he does. He can quickly get himself back up from failure and still be a threat.

Well Ragna and Jin are the "basic" characters in the game, so they revolve around having solid normals and such. Hakumen is entirely about depending on his strong normals, since they're large and do a decent chunk of damage without being combo'd into.
But really though, given that description, Bullet is probably the most fitting character for you. You're going to have a bit of a struggle at times since she is in the lower end of the tier list, but her combo game is generally shorter than the rest of the cast, being dependant on command throws and such.
Her motions are more difficult naturally, but not the overall execution itself. I don't play her, but here's a tip I read elsewhere.

Its basically a 360 + 90 degrees and then the opposite direction and the game will accept it as a 720. You can start on any direction. Doesnt have to be 2 like in above listing. Cuts out fair chunk of the required inputs for easier 720s. Not a huge difference, but can help you get it out quicker / get the super buffered off quicker normals.

You can actually get to see more how he usually handles himself by reading the Phase 1 LN. It's not obligatory by any means, but still a surprisingly nice read. You get to see his relationship with Kazuma there as well, and how his manipulative side is actually efficient.

I seem to be drawn to low tier characters naturally for some reason. It's probably why I have so much trouble learning fighting games, but they're always the most fun characters to me, and once I've latched on to one, I can't find any other character fun. Good to know my first choice seems like someone that'll resonate with me though.

I have already read phase shift 1. Terumi exploited Kazuma weakness in regards to wanting to find out about his past and tainted his view on his relationship with Trinity to get him to stop resisting him. It's similar to what he does to Tsubaki in regards to her relationship with Noel in Continuum Shift. Once you don't buy his bull-crap he loses all his power.

The CF artist is fine, the only issue I have is that some things can seem a bit "bendy" at times for lack of a better word. Litchi's CF art looks silly as fuck, but then you have some completely perfect ones like Rachel, who looked terrible in both CT and CP.

In terms of strength, we have no fucking clue still. Jubei being the "strongest" was pretty clearly just them overrating him pretty hard. Terumi we don't know how he was at max potential with his Susanoo Unit. Hakumen is constantly in his weakend state so it's hard to judge.
In terms of design and personality, I like Valkenhayn the most. Loyal characters have always are always a weak spot to me.
