You might be thinking of a different dbz game on wc3 but heaven in this one was shit.
It was only ever good for split training with goten/trunks once you got a number of levels.
Now hell was where it was at.

The difference between 2 and 3 is that 3 has less options in terms of fighting moves and capsule combinations. Of course, because of this 3 is therefore more balanced because there was a lot more overpowered shit you could get away with in 2.

2 lagged like hell on emulator for me, so I couldn't really try it out.
Budokai 3 also ran at like 20fps but it was still enjoyable.
