You have to realize that the budget for this was $60 million. That went towards:
Building the sets
Monster costumes & practical effects (Stan Winston isn't cheap)
CGI effects
The elaborate FPS sequence
Actor's salaries (I'm sure The Rock wasn't cheap, even back then)
I think that if the budget was double that, they could do scenes set in Hell, more action sequences, a more expansive UAC lab, and a larger roster of demons, especially ones that would require CGI like the Lost Souls, Cacodemons, Revenants, Mancubus, Cyberdemon, and Spider Mastermind.
Still, I think that even with $60 million they could at least have included a scene with demons invading, so that doesn't excuse them neglecting the source material.
