Sorry mate, even though I like 3S it is not the best fighting game ever made. There is no singular best fighting game ever made, simply top tier contenders, due to the variety in ways "fighting game' can be interpreted ot make a good game.
Ive put about 70 hours into 3s and the better I got at it the less fun it was.
I know 70 hours isnt much but its the only fighting game where I had less fun the better I got at it and the better my opponents were.

yeah no, that game is the second best DOA after DOA3, but even then the game just has fundamentally bad design conventions for a 3D fighting game.

You have never played anyone even close to good enough to exploit this. In the heyday of 3s people were competing with the whole cast (besides Sean and Twelve) without much issue.
