NMH1 was better. NMH2 felt like it had a lot of padding with the health sponge mooks and endless waves. The whole "50 assassins" gimmick was kind of a let down too.

No, I honestly felt like 2 was a step down in most ways. A lot of the bosses felt forgettable or were just a pain to fight, and there were way too many enemies that were just massive walls of HP that took a ridiculous amount of time to kill. The first game let you abuse the shit out of dark step but I always thought that added to the game's speed and identity, while I think the second suffered from not having it be as strong of a feature. The second had weapon switching but I rarely found a reason to use anything but the twin blades. Health bloat made using the long sword fucking impossible to use most of the time and the gun users might have been actually worse than they were in the first game.
That said, I do think Alice's post-death scene is the strongest moment between both games, and makes the second game worth playing just for that moment.
