Except most people are well past level 30 by the time they get to Anal Rodeo. The majority of people are going to be level 50-60 by the time they face Sully. Way of the Blue is just a poorly designed covenant.

Blue sentinels and darkmoon blades are the same covenant with the same awards.
You can start getting summoned as a blueberry right when you get blue sentinels before the swamp, which just so happens to be the best place to rank up, because so many noobs are still using way of the blue.

as soon as people finish the high wall they change the way of the blue for the sunlight covenant or the mound makers covenant, the fact that you get the blue sentinels that far on the game and only protects the way of the blue people makes almost imposible to find someone equal your soul level using still way of the blue

I'm in ng+ now and in every single area I'll summon one phantom(if there are signs down) and used dried finger while in way of the blue.
Makes the zones really interesting, as I'm almost always double invaded right away.
Watchdogs, Blue Sentinels and Darkmoon are straight out broken for some people.
While I have been getting some invasions at SL 30 with a +2 Astora GS, it took a shitload of time for it to happen as a Watchdog.
Blue Sentinel or Darkmoon? Happened once, when I was a Blue, got summoned to US and then promptly told CONNECTION ERROR. Since then, nil.
That's over 70h of gameplay and no successful summoning as a Blue Sentinel or Darkmoon.
The fucked up thing? A friend of mine can't have it equipped otherwise we don't get to coop. Summons all the fucking time.
But for me? Nothing.
I just don't understand how From Software can fuck up this bad.

I played as a Blue Sentinel and later as Blades of the Darkmoon the whole game, but each time I killed a boss I changed to Way of the Blue, otherwise I would just waste more HP and FP with pointless invasions that would hinder my progress. Otherwise I didn't even bother to use embers, it was not worth to have a little more HP to put yourself at risk of getting invaded.
