Throwing rocks and bait is a waste of time, you could probably do some math to prove that using up one turn for those doesn't statistically increase your chances to catch the monster during that encounter (when you factor in their chance for escaping etc). Just chuck balls and hope for the best. IIRC safari balls have the same catch rate as ultra ball.
In gen 1, the amount of times a ball wiggles is tied to the actual chances you have of catching the Pokemon. Throwing a safari ball at a full HP Tauros results in either a capture or one wiggle every single time. The message "ball missed the Pokemon" means there is a very small chance of capture, but with luck it can happen in that situation as well.
