The game modes and character classes were incredibly unique for when it was released, and it played on everything from toaster status up. Makes sense to me. Outside of catching people completely unaware who are moving predictably, It's actually really difficult to snipe people when they know you're there. Characters move fast in TF2 and they're going to be bobbing from side to side in areas they KNOW you'll be sniping from. All the while, you have to play around the barrage of explosives coming your way and spies who want easy backstabs on you. Also, netcode is historically working against you as well.
It's basically a given that a sniper is using an aimbot if he's doing beyond anything mediocre. Most "good" snipers just get a few headshots here and there and sometimes go on a lucky streak at best.
Snipers are really good in some shooter games, but not particularly in TF2.

I'm assuming it hasn't changed but it bans you from all VAC secured server. I know for valve games it was by engine so if you got banned from a goldsrc (CS 1.6, day of defeat etc) it banned you from all goldsrc games, so banning you from TF2 will ban you on all source games running VAC.
This pretty much prevents you from joining most servers as servers not running VAC run rampant with hackers, I've actually played around on servers with hacks on CS 1.6 that were specifically labeled as a hacking server, it was pretty amusing.
