It does, however the effects on armor are alot more noticeable than the naked body shows.
Dark Souls likes it's naked stick characters so when I set Arms and legs at 192, the naked version of my character looked to be in much better proportions with default head/torso/waist size at 128.
But on armor the legs and arms started looking retarded, so be careful about it.

I think the scaling slows down after 20 and after 40 most things become a waste to level past, so more than just a soft cap, but otherwise I wouldn't worry about it.
You really can't fuck up in 1 unless you level resistance, though I'd recommend upping endurance to help your stamina/equip load to better complement a str build.
