I'd say yes. In TF2, it's not extremely complicated where you should be, and who you should be shooting at. Doing those things can be very difficult though.
Overwatch is different, a lot of characters are like reinhardt. Reinhardt holds up a giant 2000 health shield that blocks where ever he's looking. It's extremely easy to do, but where do you point the shield? Do you point it up to block yourself from rockets shot by pharah? Do you let go to shoot an blast at the pharah? Do you shoot the blast at the other enemy tank? Do you just eat the rocket damage so your team doesn't get hurt by the other team on the ground?
Overwatch is like a moba in which you choose why you did what, not how you do what
In TF2, if the opportunity ever presents itself, kill the medic. It's not hard to know when, it's extremely obvious what you should be doing at any point in time. However, bombing the medic in itself is difficult

The overwatch devs invited a lot of top TF2 pros to try out the game. From the get go, they told the TF2 players that it was not a DM game, and that it wasn't an arena shooter. Additionally, the scoreboard in overwatch does not show K/D, and does not show frags. The devs literally stated it was not a frag-based game.

not at all. Engine mechanics are not exploited as a means of skill in overwatch. Everything is hero vs. hero based, there is no bunny hopping, no air strafing, no a/d shuffling, it just doesn't have engine mechanics that are exploitable as a gameplay mechanics as well
