Hard to say really. Apparently Spike Chunsoft are really interested in getting content to the west quickly, and apparently DR1 sold 30k on Steam and DR2 is already at 15k. So they should definitely know theres interest. But then again, translation takes time, as does bringing it overseas. Unless they're working with someone closely on getting V3 here, like, right now, it'll be at least a year after release I'd say. Definitely sooner then the 2 it took to get it on the American Vita and 4 it took to get it on Steam. I have no idea. If so, leaving the ending of 2 open still leaves space for mystery and a sequel later, even if 3 isn't that sequel. Who knows, the "mutilated bodies" thing could be a hidden clue later on once the exact nature of it is revealed for certain characters.

The anime is 3, the game is V3. Confusing and stupid, I know, but it is what it is. And although people are speculating Kibou-hen not involving the DR2 characters at all, I have a sneaking suspicion they might wake up or show up in some form in the finale. With both Kibou-hen and Zetsubou-hen airing at the same time, I'd say it'd work really well.
Apparently V3 is set in the distant future, so everything going on now will be pretty much irrelevant. I read that the whole reason they're doing it as Cyber-punk was so that Kodaka could write some really freaky murders using unseen technology and all sorts of other crazy shit.

IIRC the whole point of the anime is to finish Hope's Peak Academy's story line for good. They've been really secretive about giving info on it (for good reason) but I remember one of the biggest draws is that its marketed as "The End of Hope's Peak", and presumably our cast from 1. Its strange that Touko and Byakuya don't have character designs revealed though, but maybe they wanna keep them secret for later.
