Well to be fair, EO5 has voice options for your characters and a fair amount of them. Considering that Atlus usually has a "select" group of VAs that they choose from they have two options:
>Recruit and audition more VAs
>Have Yuri Lowenthal and crew replicate their voice multiple times
Either option will take time so a year is a decent estimate.
The other option is to just translate the text and leave only the JP voices in, which would definitely be the faster route. However, this is Atlus we are talking about and they have a habit of not doing dual audio for a majority of their games.

If we assume they just do English voice-overs, count on them having less voices than the JP version because if I remember reading somewhere correctly, they have around 20 voices and I don't know if it's per Portrait or per Class, but either way it's a lot.
Again, count on them having less voices if it gets localized with no JP voices and if it is the case, the code might be rewritten well enough to the point where a "simple" undub can't even fix it by virtue of having less voices.
