Yes if your game backlog is low enough, but I think the PS4.5 might have full backwards compatibility so wait to see first.

It won't. At best it would have digital emulation for games (which the PS3 has) but you better believe Sony will find an excuse to rebuy all of the titles already associated with your Sony account.
