What's not to get? You rate another's taste out of all the games you've played on their mosaic. So if you're familiar with say, six of the games on somebody's own and didn't like two of them yourself, you'd give them a 4/6 and ignore the ones you didn't play.

And when it comes to rail shooting genre, PD is one of the most acclaimed series along with Star Fox and Sin and Punishment.

Terraria is the one game in my mosaic that tends to get a miss in these threads. Fair enough too, it's not for everyone.

For what it was on the N64, it was fantastic but obvious that it was a bit much for the hardware it was on so the framerate is not the best. It's like Goldeneye with a fuckton more features and attention to detail, if you've played and liked that or Timesplitters 2 you should seriously give it a go.
A digital-only Xbox 360 port exists and it's one of few HD re-releases that doesn't really majorly fuck up anything of note, and it goes at 60 FPS though with some drops if there's too many explosions. I'm not sure if Rare Replay on the Xbone has Perfect Dark in it, but if it does it's probably worth it just for that.

Don't have an Xbox 360, but I may be able to emulate it and force a better framerate. Goldeneye had a hideous framerate too IIRC.

Have you played the game beyond the first few minutes?
It's actually meant to be for kids and adults, it was advertised that way in Japan, the slogan was "Kids, Adults, even older sisters" (and the slogan and whole ad campaign was actually made by the game's writer and producer).
Anyway it's okay if you didn't like it, but the game definitely wasn't developed with the "just for kids" mentality.

I have heard of some hack-ish ways to get both KB/M and 60 FPS support when emulating Perfect Dark, but I have never tried them myself let alone emulating since anything N64 can be kinda crazy. Maybe /vr/ or /emugen/ could help you with that?
