it's still bad, and you outright can't get a random match going assuming anyone's on, because it's so laggy and slow, I've fought like two people at full speed+tolerable delay, both were just people in my friends list
with fightcade, a hue and a nip can fight each other with next to no issues as if they were right next to each other, something that's entirely impossible in 98UM or 02UM's Steam ports
at least KOF13 on Steam has better netcode than the UMs
it's mostly dead, but you can still find players and enjoy a decent match
