Make it Fallout.

I would not have used GameBryo again.

-Less fucking load times
-Actual endings not some cookie cutter bullshit with models swapped
-Actual good and interesting side quests
-A better compelling story that isn't rushed(especially in the beginning)
-Fuck the dialogue wheel
-Legendary weapons should have their own skins instead of a copy paste of an already existing weapon
-Fuck off with that god damn perk/level system they introduced
-Actually take time and effort to make fucking new character models on a non shit engine

Why bother having a dialogue system when it's this half-assed? At least JRPGs don't waste your time with illusion of choice.

I wouldn't call it fallout 4, i'd just make it a spinoff because it's action game with rpg elements and not an rpg game like the previous games.

I actually think they limited the content and removed basically any kind of individual choice because the dialog was too expensive to record. So I would put a stop that shit.

>dictate their behavior(raider, wasteland police, mercenaries)

Thats only the big stuff, then i'd fix all the small shit like the terrible animations, weapons and mods. The game is one big disappointment in almost every aspect(the world design is quite good).

Bring back original dialogue system including speech checks
Removed voiced MC
Bring back skills
More factions
