Actually an objectively bad game that got away with it because it was very cinematic ans stylish at the time. Any B+ FPS on PC from that era was better.
Try and replay it, literally the most bland gameplay you could imagine. The one for PS1 was more enjoyable and it was clearly shouldn't be on PC at that stage and with that level of linearity.
Even if you want to accept that kind of gameplay CoD1-2 were much better games. I haven't played PA so maybe that one is better.
I did enjoy the level where you land on the beach though. It was mainly due to how bullshit and random the difficulty was which simulated some resemblance of fun and challenge in the game.
