But I think it's easy to tell who it's going to be (pic-related). Ardyn Izunia is the Chancellor of Nifleheim and the one that oversees the politics of the kingdom for the Emperor. He's also in charge of the manufacturing of the Magitek weapons as well. He's said to play an important role in the story and has been described as humorous but shrewd. If this doesn't scream another Kefka, I don't know what does.
Bottom line, he's gonna kill the Emperor and take over the world once he gets the last crystal.

We first saw him with Iedolas when he gave the order to sever the line of Lucis, Ardyn just had a smug look on his face that entire scene saying "this is turning out to be quite the ordeal"
Next time we saw him was Uncovered trailers both in the game one and Kingsglaive, in KG he's talking with Regis while he sits on his throne and another shot of him acting shrewd, and in the game scenes we see him with the party just having a conversation, we see one scene of the party seeing him in Galdin Quay just as he's leaving looking dishevelled and saying some cryptic stuff, later in a different scene with him and the party Ignis asked him what he wants and he's like "to take you there, in fact I'm the only one who can" while acting smug, why would he want to take the party somewhere and why neey them in person? He's a wildcard I agree but I think it's more likely he ends up being a guest party member than the main villain, right now there is more points to the hooded guy being the main villain.

Here are my predictions:
The emperor is gonna die at some point in the game.
Ardyn is gonna take over, who's more of a moderate than the emperor was and wants to work out a deal with Noctis.
The "I can take you there. Only I can." might refer to Niflheim or a country occupied by it. Might even be Insomnia. He wants to show Noctis his side of the story.
It turns out that Niflheims imperialism was to stop some great evil from being unleashed, that is somehow connected to Lucis.
Noctis finds out that his own family has some skeletons in the closet. The nobles of Lucis all wear black and are literally modelled after mobsters, it's fairly obvious.
He has to confront that his father was not quite the man he thought he was.
It turns out that the whole eternal night curse is caused by some high-ranking noble of Lucis. Maybe Ignis' dad or something.
