If you've got the rocket arm or the blast arm, you can angle it to hit her. The arm hits something regardless of the range within which you control it. Blast arm is easier method.
gas grenades, go night with sneak suit sneak down to the river and go a bit north east behind her, throw a series of gas grenades to the ground south east of her, then use a flashbang on her default roost, she will run directly to the gas.if you spaced the gas well she'd get knocked out
