I sadly have to say Gilgamesh, despite him being a shit character. Vergil was weaker than Dante in 3 (if only by the slightest hair), and he never really got stronger. If he got the same bulls hit buffs Dante eventually got over the course of the games, he'd blow Gilgamesh away for sure.
