This is quite possibly the most difficult question I've ever been asked. They're both really good games. REmake looked and played so well, but RE4 was so much more engaging and impactful.

While RE5 has better combat and, arguably, better gameplay it's lacking what makes the series great, tension. RE4 might no longer be a horror game but it manages to stay a tense experience. RE5 dropped all pretense of horror and made itself an action game with lots of guns, boulder punching, Neo from the matrix dodging bullets, chase sequences and explosions galore.
Also, better gameplay a better game does not make. If the game doesn't have good design to incorporate that gameplay it doesn't matter if it has some of the finest, most well tuned gameplay in the market your game is going to suck. RE4 had verity all through out so even if the gamaplay was pretty basic and rudimentary and you couldn't shift guns on the fly the game gave you alot of scenarios to work out with it's simple gameplay and it's versatility gave it it's lasting appeal.
The tension, the excellent stage and game design, the super cheese, never take too seriously story and decently fun protagonist made RE4 a classic, and in my opinion the reason RE5 sold so well.
