The crawling is that fast because of gameplay design and the animation looks a bit weird because its a competitive multiplayer game and they want you to be able to discern exactly the way the opposing player is pointing/looking at.
It looks very gamey. Everything about the game screams early 2000 design, this would have been a hit if anyone here actually liked playing games.
