Constant rumors from supposedly reputable sources and Sony hasn't debunked anything after two months of these leaks happening. The only issue is that no one really knows what it is exactly.
One leak says that it will be out by the end of the year while another says it will be out in 2017. One says that it can't do 4k games and one says it can. One says there is only a GPU upgrade and the other one says it's GPU,CPU, etc. One leak says it will have exclusives while another says it won't.
I'm just waiting for Sony to just come out and say what it really is. I personally think it's just a Slim PS4 with 4k video playback for movies and tv shows.

CPU microarchitecture doesn't really matter when you put in what is basically a generic x86-64 processor. If you re-engineer the consoles to switch only the CPUs from AMD to Intel, there wouldn't be any problems in general, besides very minute details.

People forget that most console games arent made like pc with sliders to change the performance. Console games have better performane than the equivalent hardware on pc (ffs, X1 have the same specs as a 2009 computer) cause the games are carefully optimized for that specific configs. You always lose performance when you have to account for different machines.
Old games wont have magical improvments, maybe the frame rate will get solid 30 if it had slowdowns, and thats it.
There are ways to make a game look better without changing the software, but there are problems:
>Filters, added SSOC and AA. Rather "performance cheap" but usually cause compatibility issues. You never know how that specific filter will react with some game.

I think it has more to do that the hardware was pretty weak at launch and Xbone and PS4 pressed the prices down by cutting down on the hardware for fear of Nintendo.
Now that weaker hardware is coming back to bite time (along with other reasons), so business wise it makes sense to make this one more stable version.

Could just be a marketing gimmick. It's possible games would run so poorly that no dev would ever utilize the 4k capabilities. They could tell you "Well, we didn't lie. It can technically do 4k. It's just that it will always be 10 fps". N64 worked much the same. Rarely did they utilize their 64-bit CPU. Probably for the same reason, games would probably run like shit. But technically it can be called Nintendo 64 because it does have a 64-bit processor.
I'm not jaded, I've just seen this shit countless times before. I'm not too broken up about it though. I liked my N64, my 3DS, my PS3. I like these systems. I just don't expect them to be as amazing as I used to.

That just means the 1080p 15fps games on PS4 will hopefully have 60fps on PS4K. Games already look good enough for now. Save the money, and focus on games running better/having additional features. For example, the number of enemies present on screen in Hyrule Warriors was a bit dissapointing for my first musou, while One Piece PW3 felt like it actually had enough enemies.
I'm quite tired of these games that don't run efficiently because they want to focus too much on pushing the hardware just for worthless graphic fidelity.

I imagine we saw as big of a difference in Hyrule Warriors as we did because of its use of multiple enemies, thus putting more strain on the CPU. An average 3DS game probably benefits from the stronger CPU in a more insignificant way, or possibly not at all. It wouldn't be because they don't want to alienate the bigger install base, but because there isn't a big enough change in hardware to make a superior game on a regular basis.

How can you make games look any better when you are limited by the same exact shitty resolution? No matter how good you make the game look, the resolution is a bottleneck. Play some DS games through emulation with high resolution textures and you will see.
