No, Serene had the end of world estimated being in 2021. He and the rest of Monarch were surprised that the fractures were happening so quickly.
Basically fixing the fracture was always meant to happen and another fracture will likely occur in 2021 to bring about the end of time. Hatch will most likely be the main villain and the one responsible for bringing about the second fracture. It would be a simple matter to use on the time machine cores to begin the process all over again. How the hell they would resolve in a future game is beyond me though. They would have to shit all over the entire premise that time travel events were always meant to happen and in truth change nothing.
I thought it would have been a much more interesting plot if Jack's and Paul's motivations had been switched; Paul was desperately trying to stop it at any cost, not understanding that time is absolute and Jack accepts the inevitability of the disaster and puts faith and hope in the unexplored future of the people within the ark to correct it.
