When you see superman or batman in animation they're like demigods walking alongside ordinary people. I was tempted to give ARISE a shot as I'd recently caught up on everything GITS and wanted more, but from what everyone's said there's not much point to it.
I like SAC and the movie for different reasons. The film's a lot more sombre and slow-paced and cerebral, but the series is more like a futuristic cop show and that ticks boxes for me, too. There's something to be said for GITS for how versatile the concept has been across its various iterations.

ARISE is a different canon. I love ARISE too.
Ignoring the couple scenes, which are just homages, the Major in Arise is born a full cyborg from the womb after an accident. In SAC she's cyberized after a plane crash.
It's possible that ARISE could be a prequel to '95, but this is also unlikely because Togusa is cyberized to some degree in ARISE, but he isn't in the movies.
