I feel like this is both true and untrue because video games are becoming more of a complex medium
Like, some games are becoming like interactive movies that can flesh out characters over a game's hours of story and gameplay longer than your typical 1-2 hour long film(There are problems with this like Gone Home and Firewatch just being walking simulators)
But I personally feel like games should have good gameplay over all or good enough gameplay as something to get you through the game with a story or setting to draw you in
