My friend wants to get ~300 fps on csgo.
Im thinking about getting a 4790 and a gtx 960, but would a 4690k give the same results since the 4790 is drying up the budget?

It's CPU bound, a strong CPU is more important than a strong GPU.
It still uses a fixed function pipeline for bullet hit decals.

I have a 4790k because I do heavy audio processing in addition to gaming.
4690k is the same CPU without the virtual cores and additional threads, and games barely use hyperthreading, let alone virtual cores.
