Just use a VPN to add the game to your account. Most region locked games are only locked by being de-listed from the store, and they'll still launch and work in other regions.
VPN to someplace supported, sign in to steam, add the game and install it, then you can most likely turn the VPN off and play.

Different anon, but I looked up there support and it seems as though it's currently non-existent for a majority of Northern Europe so you might have to continue using the VPN.
