it's not written in stone, but usually JP games don't have a hidden agenda. They have 2 purposes: make money, or be fun. Often times they try to be both. There's no politics, most don't try to shove a story in your face, and the best ones understand that gameplay takes precedence over all other elements of a game.

Pic related, my favorite indie game of 2015 surpassed every movie and shooter and subpar platformer that came out.

And as a result 90% of modern RPGs are glorified movies. Look at Dragon Age: Inquisition. Look at Mass Effect 3. Look at Final Fantasy 10 and Kingdom Hearts. Unskippable cutscenes EVERYWHERE, and they interrupt the basic gameplay constantly.

When you go into a video game, I'd expect gameplay to greet me, instead of a half hour of voice actors narrating CGI cutscenes. To each their own, but I'm just saying.

Japanese indie game developers know who they are making games for. They accept they're doing it for a niche audience and will try to give them what they want.

Western indie game developers want their game to be the next big hit, they want it to be bought by the masses. In reality, the games would only be played by a niche audience anyway but they keep screwing them over in favor of the general public who doesn't care about them.

The Japanese indie scene is nowhere near as bombastic as the US or EU indie scenes. Thus, their niche is more focused on making a game for the sake of making a game, not about making money.

On the same token, Japanese games rarely see the same instance of mainstream appeal. Though I'm sure this is more to do with how PC gaming is severed from the rest of the gaming market in Japan; Cave Story only became relevant as it is because of the western scene acknowledging it, it sure as hell wouldn't go anywhere if it had to depend entirely on Japan. Pixel is among the few Japanese indie devs to have a license to make games for console, which is a badge of honor.

tldr Japan's hatred for viewing PC as a 'viable' platform is why Japanese indies are unique.
