Pretty much this. Remember that some of those soldiers spent years trying to pay off the augmentations in the first place. No way they would be able to afford something that sophisticated, and it's not like his organization would have enough money to do it for all of their soldiers. It probably would have been difficult to hide that kind of transaction as well.
