Vice City has the best single city of the ps2 era GTAs, best soundtrack, best atmosphere.
SA has the most content, most features, and best gameplay.
I personally enjoy Vice City more, but I'd say SA is probably the overall better game.

14 years ago, I would swear Vice was the best. today I think III was. San Andreas is cool, but I just expected a lot more at that point. They just added meaningless shit instead of doing something interesting with the gameplay.
