That may count for Sekai Project and the OELVNs but mostly japanese stuff probably gets rejected because its too niche for GOG.
GOG isn't popular enough to justify having a storefront for titles that like 100 people end up buying there.
Neptunia ended up on GOG because it sold +100.000 Steam and so apparently has a bigger impact than most japanese games on PC

It took time for Rebirth 1 to get released because IFIs PC port team consists of like 3 people who would rather work on the next PC port than spend time turning the existing games DRM-free.
Rebirth 2 and 3 will probably end up on GOG as well but that will take a while.
