They have to be doing SOMETHING with it. There's no reason to make a new engine from the ground up, with a new renderer, and release it for free, if you're not going to make a game or something with it.

Everyone sits on their own little island and do whatever the fuck they feel like. That's great, nut it's not how you develop games.
They got lucky with how successful Steam got and how slow the industry was to react to it.
Now they're sitting on a pile of money and nothing to motivate anyone to actually make new shit.

This is a case of source: my ass, but in my experience you generally need a manager of some sort in that type of environment

Last time I checked the company makes BILLIONS annually and its employees just fuck around all day and getting paid exceptionally well for basically just being pic related.
For everyone working at Valve it is heaven on earth.

Portal, Half-Life, L4D, and Counter Strike are all huge cash-cows. Sure, they make lots of money on hats, but they could make shitloads of money with just a little effort by making sequels to those games, especially if they're on a new engine.
