Why do the Gears of War games have such excellent advertising but such repetitive, uninspired gameplay? There's so much potential for interesting storytelling and variety there, but it always comes out like a pile of nothing.
The trailers are better than the final game, every time.

Nah, the campaign in 2 is great. Even the story was good, giant worm included. They just don't make the game anywhere near as emotional as the marketing. That's the only difference.
The cover shooting is fun and not as repetive as you say.
The gameplay is good though and you always feel like you are fighting a losing war. Except maybe in 3.
There's also high skill in the multiplayer

I'd argue there's not a hell of a lot you can do to make the characters or the locusts very interesting without drastically changing everything. Architecture was very pretty, some of the arenas you fight in are starkly beautiful. I'd like to see the game open up more and spend less time on half-baked characters

Because commercial is what sells game and make billions, not good gameplay
