3 is objectively the better game. I say this as someone who has actually played all three games to completion. I am not saying it is the best game, but it is very good and it is the best in the series.
The first Witcher was and is fantastic, but a lot of what it tries to do - the combat, potion mechanics, and upgrade system - is simply flat out broken; it's story also suffers from major pacing issues to the point where it's a genuine chore to get through at points. The Witcher 2 feels like the best thing ever when you first play through it, but that actually has a lot to do with the graphics, dialogue and overall presentation - it all SEEMS fantastic at first glance - but it is actually surprisingly shallow when you think back on it. The Witcher 3 feels like a better version of the first Witcher; it still has all of the same problems, but they're nowhere near as serious this time around.
