It depends on how many times you've played over a pokemon game in my opinion. I have beaten Leaf green so many fucking times that I play with pokemon I haven't used before to keep it fresh. Like having poliwrath as my water type, or Magmar as my fire, or a fucking tauros somewhere.

Cycle out Raticate if you have Miltank, and Sudowoodo.
I'd suggest Sneasel or Gligar, both of which evolve further.

Not OP, but it's for variety. Some of us play multiple playthroughs of the same game due to autism, so it can get stale using the starters. Especially when you go full autist and play both HG and SS, or like when Platinum came out. I already played Pearl and Diamond, and used different starters during both of those, so I used the one I didn't use up to that point in Diamond. I've played through Platinum three times, and only twice did I use a starter.

Three weaknesses to Fighting with no Flying or Psychic pokémons
Two weaknesses (one being x4) to grass with no Flying or Fire pokémons, hope Gregor can handle that
You have a lot of holes in your cover, all in all.
Having two normal types when you have no Fire, Electric, Psychic or Flying Pokémon is a bad idea.
Gregor and Lissa should be staples.
