I'm currently watching Pink jacket. I'd say Blue Jacket suffers from the same thing than The woman called Mine Fujiko. It tried to have an overarching plot that's just not interesting. You do get a lot of episodic episodes that are pretty good, thankfully the "plot" only kicks in in the last 4-5 episodes.
I do highly recommend Daisuke Jigen's Gravestone, the blue jacket movie that came out a bit before the series. I wish the series had been as good as that movie.
