Mods can't fix issues inherent with the game. They'll make the game look prettier, and they may even fix the voiced protag BS, but they're not going to add the RP back to the G.
All I can say is it improved the combat over 3 and had ok tech
the map wasnt bad either
everything else was a step back as far as dialog, writing, characters, quests, and role playing elements

This is the only "positive" of any modern Bethesda game. They're basically sex simulators with mild rpgs elements

Gunplay is nice
Gunplay is improved huge over 3/nv.
Mods have been able to alleviate the unbelievably shitty vanilla weapon pool.
Pretty much it, I got at least $60 worth of entertainment from it, but not without the help of loooots of mods.
The gunplay is great, and when you install the mod that changes Survival mode into 2x enemy damage and 2x player damage, really fun.
Unarmed combat is also surprisingly fun.

The weapon modding was OKThough you have no real choice with what you mod it to be, either you upgrade it to max damage or you go for a side option that does fuck all for you. Even shit like Payday 2 has better modding systems than Fo4, which has the exact same problem.
Aside from that though, there's nothing else I can say about it that's nice. I didn't despite it, I was just bored to death with it, especially once you get your optimal weapons and skills set up.
There was no reason to play it a 2nd time with a different build. That's nice. I hate being locked out of content because of choices I make like dialogue/character builds. Just, come on, let me do everything in one run, I don't want to artificially play a game 2 or more times just to see it all.
It was easy to pirate.
