Only because RA3 factions had literally no units that were effective against both ground and air targets at the same time or against infantry and tanks at the same time, everything was a hard counter against something else, so you had to use combined arms (or time your transformations as japs). Generals factions don't suffer from such problem, all factions have soft-counter units that are moderately effective against everything like rockvees, quads, gats, minigunners and such.
