It's a matter of balance, too. The game is designed to give a decent challenge to a character who juggles like two dozen weapons, can stay airborne for a long time, and crosses a hundred feet in split second. Switch to a normal swordsman and suddenly you can't do anything except walk on the ground and hit an enemy or two with your sword. Doesn't sound very fun.

In December 2013 Tabata effectively became the main director while Nomura the co-director on XV
In September 2014 Nomura finally left FFXV because that is around the same time FF7R started, and Nomrua was assigned to direct FF7R at that time in 2014 by Kitase
That is why he said it was a company descision, because Kitase his boss assigned him to direct FF7R, and Tabata who Nomura appointed as his choice for director on FFXV was left to finish FFXV.
Nothing about that indicates Nomura was sad at all, he was not allowed to even give the slightest hint that it was related to FF7R because they were planning to reveal that at E3 2015
