Yes, you need to catch people with it while they're doing other shit so they can't react properly.
Even if you can't followup it has grab properties and interrupts nearly everything and deals damage. Forcing them into a jump puts you at an immediate advantage as well.
You're all missing the big picture. Ike, DK and Mega Man are welcome too. Only Cloud and Samus pose as threats here.

Dtilt into like fucking anything, once you get them in the air you can make them your bitch
jab goes into grab, against reflectors try to condition them to reflecting with weak shadowballs that you block, then send a big one back late into the match with confusion
confusion is a great tool, use it to stall in the air or change direction when you need to

Not him, but it's not 100% reliable (no confusion setups really are), and I prefer getting them into the air and limiting their options. If they want to burn their jump escaping a followup, cool, I'm at an advantage now.
Most of the time a tilt is pretty safe and keeps you grounded.

in addition, confusion has some really interesting properties, and if timed right can modify the second jump to fling you forward.
dont forget jab can combo into grab
also, know when to use nair, it has a variety of applications, like if you catch someone with it, and land on the ground midway through it, your opponent will always land directly in front of you, facing away.
finally you are powerfull as hell offstage, dont be afraid to peruse people off the ledge, try and get really comfortable with it.

It's not, that was the point. Chasing into the air with it works on some characters but is usually a bad idea.
Pits can fair you out of it so you want to shield, dong can hit you too if you try something too slow.
There was way more wrong with that Fox than not using an aerial out of Confusion.
