Everyone loves the Fantasy world, but they all realize it isn't real, and they can't stay forever. Their experiences in the fantasy world improve their lives in the real world.

The law system in FFTA was basically a way to force you to diversify your playstyle. If you have half a brain you can just check the laws on the world map and go back and forth between areas a couple times to get laws that were benefical to you (or even negative for your opponents).
You can also adjust on the deployment phase and do all your job changes and skill/equipment adjustments in the battle after checking what laws are in effect. I literally got 1 yellow card the -entire game- because I was trying out my new fighter skill and didn't realized Fire was banned and used Burnout or whatever it was called

I think for something like to work the whole law systems needs to be about juggling trade-offs, minimizing losses while dealing the best damage possible.
You're probably better off just making the conditions/tiles of the battle field change offense and defense bonuses in a predictable fashion, so that enemies can utilize it as well and keep you on your toes.
Although, Disgaea already has the tile thing implemented.

Just like Fire Emblem balances your units being generally stronger by putting you against a larger enemy force, you can balance a strategy game differently if you can control the laws of the current battle.
I don't know where you are getting, "being forced to check before every couple of actions" because you would be the one setting them.
I don't see why that is a boring mechanic, especially if you allow for the enemies to make use of the same ability as well.

I like the idea of a law system that can be dynamically changed during the battles. I like the idea of gradually allowing the enemy to make use of the same abilities in order to create really interesting and creative strategies to deal with it.
