FFXV is a big game because it has a movie, anime, car and more that they stalled the game on to create.
Redeeming themselves from XIII needed all these things apparently.

The game went into dev hell because Ueda didn't manage to develop AI and it is why only devs like Toady dare to dabble with the most demanding aspect of programming. In the end, Team Ico said 'fuck it, let's just recoup losses with Ico 2.0: climb the feathers'.
