It's not very well optimized. First think you want to do is make sure none of the Advanced graphics settings are on. Second would be turning down AA. Third would be setting grass quality to Very High instead of Ultra (or whatever it's called).
The game is fine. You probably don't know how to adjust the graphic settings properly.

GTA V does run really terribly with some high end machines and great with others. It's strange. Are you getting stuttering and freezing or just low fps?
MGSV is primarily open world nothingness with practically no destructible environment or physics.

Turn your settings down. I played GTA5 on a Q6600 from 10 years ago.
MGSV has PS2 graphics and still isn't really optimised well it just doesn't have anything taxing going on.
