Velka being Priscilla's mother stems from the fact that a bunch of Velka-related items and being are in the Painted World along with Priscilla, but there's nothing in the game that definitively states any connection between Velka and Priscilla.
If you ask me, it's more likely Priscilla was an artificially created being, devised by Seath in one of his many experiments, who was sealed away due to having Lifehunt, along with all the other shit the gods hated or feared. And remember, Velka is described as a "rogue deity", so it's small wonder why there's Velka-related shit in the Painted World.

Yes. And that was her whole character. Forgetting stuff. She's the first that you meet that does this, but it gets old once you meet other 5 guys who have the exact same character since she is just that except for voice acting.
At least each dark souls 1 character had a different purpose they followed until their demise and a backstory you could better pick up on and participate on their future. While Lucatiel's end is inevitable, at least NPCs doomed to die either way like Siegmeyer have a varying set of endings and reasons behind them. Don't comapre DS1 to DS2. They are very different things that ended up having the same title because BAMCO wanted.
