Emphasis on words is different, but you can match the pitch and tone of characters just fine. Most western dubs don't do it because most western voice actors suck at it. And because western culture doesn't prefer girls to have super high pitched voices.
But when it comes to Snake, the original actor spoke in a very low, very monotone way. Which is exactly what the west likes in a guy. Hell, Vin Diesel has made a career out of it. But Hayter just can't do that type of voice. As well as being a bad actor.

Most of the dubs were not overseen by Kojima or anyone else in Japan. So the voice you have grown to love in MGS1-3 wasn't chosen by the Japanese side at all. It was chosen by the middle man dubbing company.
