They used to make great PC versions of game, i remember playing Max payne 2 when it first came out, using a fucking Celeron and an integrated graphics card and getting constant FPS. That's how that game's optimization was, even Alan wakr being a console port worked amazingly on PC.
But this shit? This is arkham knight levels of bad, is completely atrocious, my Gtx 960 can barely run this thing on mid settings and it still drops below 30 on regular basis.

Vsync locked means it has to synch of with monitor refresh. With some monitors you can manually set them to 50, or use variable refresh. But for 90% of users this is moot. Since a 60 monitor with Vsync runs at either 60, 30, or 20fps. So locked at 50fps it still is only gonna hit 30fps on a standard monitor. This isn't the gamea fault though. Its windows 10 store or w.e. The same shit with their gears of war and tomb raider release, even though the steam version of tomb raider is 1000x better and has none of these problems.
Anyway the port is at best equal to the xbox version. If you have like a 980.

Yes. Nobody wants to use the platform. So first party Microsoft published games will be pretty much all they get. Rise of the Tomb raider is the only not Microsoft published game on the platform rn, but they released on steam anyway, i think m$ just wanted someone to try it for them.
One nice thing is it supports impulse triggers on xbone controller.
At gdc Phil Spencer said they would try and adress a lot of the problems though, and as dx12 matures a gen or two of gpu from now it might not be a bad thing. It makes it Really easy to port games to windows, and m$ keeps all profit, and so far none of the games have been cracked. Meaning games like forza will likely see a pc port as sort of a why not thing.

Second of all, optimization for specofic hardware will obviously be bettef than that for any range of pc hardware.
