Because Corrupted Hogger is complete trash, to the point no deck would run him at optimum deck levels.
This is a damn Class Legendary and good enough to see play, but not quite best in slot and also a total lore rape, cause "Lol, the Light corrupts "bad" things to good."

Same reason nobody cares about any legendary released so far, most will have little to no impact on the meta and are underwhelming. So far, no card has really been that huge or exciting, the biggest impact still is all the overpowered cards being REMOVED from standard for Naxx and GvG.
