I wouldn't say "popular" but it found itself a niche and stuck with it to be successful.
I think it's largely due to a lack of competition; turn-based RPGs have become somewhat uncommon. The series has also consistently been improving with each entry, which helps keep people invested.
It's popular on 4chan for obvious reasons but really they sell poorly. It's a combination of appealing to perverts who like JRPGs, though the memes really kill it and it's rather low budget.
Atelier is the better cute girl JRPG.

HDN1 was pretty dang awful and while the 2nd game showed promise and a lot of fixes, they didn't start getting decent combat till the third one.
