That sounds about right.
First part has a bunch more side story with AVALANCHE, more detail on Cloud's interest in Aeris despite Tifa being there. More interaction with the Don as they have more detail in several sectors of Midgar.
Second part the world opens up a ton and is less about dense Midgar areas and just a lot more overworld stuff. Ending with Forgotten Capital so that Aeris' death doesn't seem to impact gameplay that much.
Last chapter is the side content game, with tons of bonus side questing like XIII-3. Big Materia hunt and all that fits right in there.

Depends on whether or not the reports are true that they're including the whole FFVII storyline in the remake. If it's true, my guess is:
>Part 1: Start with the bombing mission, end with Aerith's death
>Part 2: Disc 2, plus Crisis Core. If they're including that. It'd have to be here as a flashback. Shown to Cloud by Sephiroth. If they do it in chronological order, it'll just fuck up the whole Cloud-not-being-a-soldier plot twist for any newcomers.

If I was in a group of game creators and people wanted us to remake a classic game, the first thing we would do is look at the game and think about what we can do better this time around? What narrative curveballs can we throw at the audience to keep things interesting without disrupting the general flow of events? How can I mix things up? How can I make a battle system that gets across what I saw in my head when we made the first one with technological limitations? What can do this time around that makes me feel like I'm not just retreading territory I've done already? What will I have to do in terms of a development process and schedule that can accomodate our vision without compromising or pushing the game back to the game's 30th fucking anniversary?
If the audience looked at what I had in mind and said "NO! Make it the way you did last time!" I would find the nearest, most dweeby-looking member of the audience, break his nose with my fist and steal his inhaler, and then rightfully call everyone a bunch of shallow faggots because the the game they want already exists and ask them why the fuck they wanted a remake in the first place if all they wanna do is play exactly what they already played before
Face it, you don't want to experience FFVII for the first time again; you want the equivalent of a "greatest hits" of FFVII locations and characters. You don't want to see Midgar or Gold Saucer adapted for modern expectations, you want to run through pre-rendered backgrounds again while listening to the same songs you heard before. You want to be able to play through the game again and say "OOOOH! I'M AT -THIS- PART, AND THEN UP NEXT IS -THAT- PART AND AFTER THAT I GET TO GO THROUGH -THOSE- PARTS!" instead of wondering what the game has in store for you, like it was with the original.

Seriously, the FMV cutscenes alone are especially jarring because sakaguchi has no idea how to properly use FOV for each shot and her tit size seems bigger/smaller in relation to her body the closer/farther away she is to the camera and the angle she's being viewed at.
